(一)工廠(chǎng)基本情況

淨呼吸生物科技有限公司(以下簡(jiǎn)稱(chēng)「淨呼吸」)成立於2021年01月07日,地址位於江蘇濱海經(jīng)濟(jì)開(kāi)發(fā)區(qū)工業(yè)園北區(qū)。淨呼吸生物科技有限公司擬投資2億元,建設(shè)年產(chǎn)衛(wèi)生巾75萬(wàn)箱項(xiàng)目。本項(xiàng)目佔地面積約59.9畝,購(gòu)置江蘇日明消防設(shè)備有限公司現(xiàn)有廠(chǎng)房,廠(chǎng)房建築面積約20923.87平方米。

About us

(I) The basic information of the factory

Clean Breath Biotechnology Co., LTD. (hereinafter referred to as "Clean Breath") was established on January 07, 2021, located in the North District of Industrial Park, Binhai Economic Development Zone, Jiangsu Province. Clean Breath Biotechnology Co., Ltd. plans to invest 200 million RMB to build an annual output of 750,000 boxes of sanitary napkins. The project covers an area of about 59.9 mu, purchased Jiangsu Riming Fire Equipment Co., Ltd. existing plant, plant construction area of about 20923.87M2.

淨呼吸隸屬於綠葉科技集團(tuán),旗下擁有三朵棉、淨呼吸、蘇蕾、優(yōu)護(hù)資、嬰自在、Oxygen girl 等多個(gè)日用衛(wèi)生品牌。「淨呼吸」是一家集研發(fā)、生產(chǎn)、銷(xiāo)售服務(wù)於一體的綜合性企業(yè),現(xiàn)旗下主營(yíng)業(yè)務(wù)包括生產(chǎn)和銷(xiāo)售衛(wèi)生巾、棉柔巾、紙尿褲等個(gè)人護(hù)理產(chǎn)品。在「做更懂女性健康的衛(wèi)生巾」的企業(yè)願景帶領(lǐng)下,淨呼吸以生產(chǎn)及銷(xiāo)售個(gè)護(hù)衛(wèi)生用品為主,面向全球進(jìn)行品牌營(yíng)銷(xiāo)及市場(chǎng)布局。在企業(yè)發(fā)展過(guò)程中,我們始終以客戶(hù)體驗(yàn)為標(biāo)的,打造輕奢衛(wèi)生巾品牌。

Clean Breath belongs to Greenleaf Technology Group, which owns Sundomey, Clean Breath, Su Lei, Youhuzi, YinZiZai, Oxygen girl and other daily hygiene brands. "Clean Breath" is a comprehensive enterprise integrating research and development, production, sales and service. Its main business now includes production and sales of sanitary napkins, cotton soft napkins, diapers and other personal care products. Under the leadership of the corporate vision of "making sanitary napkins that understand women's health better", Clean Breath mainly produces and sells personal care and hygiene products, and carries out brand marketing and market layout for the world. 項(xiàng)目已於2021年3月向濱海縣行政審批局申報(bào)備案,並獲得了濱海縣行政審批局備案文件(濱行審投資備〔2021〕57號(hào))。項(xiàng)目備案證名稱(chēng)為年產(chǎn)衛(wèi)生巾75萬(wàn)箱、生活用紙2萬(wàn)噸及日化用品3萬(wàn)噸項(xiàng)目,根據(jù)《中華人民共和國(guó)環(huán)境保護(hù)法》、《中華人民共和國(guó)環(huán)境影響評(píng)價(jià)法》以及《建設(shè)項(xiàng)目環(huán)境保護(hù)管理條例》(中華人民共和國(guó)國(guó)務(wù)院令第682號(hào))中的有關(guān)規(guī)定和要求,查《建設(shè)項(xiàng)目環(huán)境影響評(píng)價(jià)分類(lèi)管理名錄》(2021年1月1日起施行),本項(xiàng)目衛(wèi)生巾屬於「十九、造紙和紙製品業(yè)」中「38、紙製品製造」中「有塗布、浸漬、印刷、粘膠工藝的」,應(yīng)該編制環(huán)境影響報(bào)告表,生活用紙、日化產(chǎn)品所含工藝無(wú)需進(jìn)行環(huán)境影響評(píng)價(jià),按照《建設(shè)項(xiàng)目環(huán)境影響評(píng)價(jià)分類(lèi)管理名錄》(2021年1月1日起施行)要求,同一項(xiàng)目應(yīng)按等級(jí)最高得進(jìn)行確定,因此本項(xiàng)目已經(jīng)編制環(huán)境影響報(bào)告表。

The project was declared and filed with the Binhai County Administrative Approval Bureau in March 2021, and the filing document of the Binhai County Administrative Approval Bureau (Bin Xing Shen Tou Zi Bei [2021] No. 57) was obtained. The name of the project filing certificate is the project of annual production of 750,000 boxes of sanitary napkins, 20,000 tons of household paper and 30,000 tons of daily homecare products. According to the relevant provisions and requirements in the "Environmental Protection Law of the People's Republic of China", the "Environmental Impact Assessment Law of the People's Republic of China" and the "Regulations on Environmental Protection
Management
of Construction Projects" (Decree No. 682 of the State Council of the People's
Republic of China), by checking the "List of Environmental Impact Assessment Classification for Construction Projects" (implemented from January 1, 2021), the sanitary napkins of this project belong to "Nineteen, Paper and Paper Products Industry" in "38, Paper Products Manufacturing" in "Those with coating, impregnation, printing and gluing processes", and an environmental impact report form should be prepared. The processes contained in household paper and daily chemical products do not require environmental impact assessment. According to the requirements of the "List of Environmental Impact Assessment Classification for Construction Projects" (implemented from January 1, 2021), the highest level of the same project should be determined. Therefore, an environmental impact report form has been prepared for this project.

2023年,國(guó)際宏觀(guān)經(jīng)濟(jì)形勢(shì)錯綜複雜,伴隨著貿(mào)易摩擦、貿(mào)易保護(hù)主義的不斷升級(jí),全球經(jīng)濟(jì)發(fā)展的不確定性因素增多,經(jīng)濟(jì)面臨下行壓力。國(guó)內(nèi)經(jīng)濟(jì)仍然面臨下行壓力,並處在新舊動(dòng)能轉(zhuǎn)換(huàn)的關(guān)鍵時(shí)期。隨著政府持續(xù)推動(dòng)供給側改革, 並實(shí)行逆周期調(diào)節(jié)與結(jié)構(gòu )性改革減少經(jīng)濟(jì)下滑風(fēng)險(xiǎn),促進(jìn)經(jīng)濟(jì)增長(zhǎng)動(dòng)力。在堅(jiān)持安全發(fā)展和綠色發(fā)展的兩(liǎng)條基本原則下,積極調(diào)整公司戰略加強(qiáng)技術(shù)創(chuàng)新和產(chǎn)業(yè)布局,提升內(nèi)部管理水平,加強(qiáng)安全環(huán)保治理,提質(zhì)增效,積極開(kāi)拓市場(chǎng),促進(jìn)公司健康平穩(wěn)發(fā)展。

報(bào)告期內(nèi),公司實(shí)現(xiàn)營(yíng)業(yè)收入1.69億元,工業(yè)總產(chǎn)值1.63億元。2023年11月6日經(jīng)江蘇省科學(xué)技術(shù)廳、江蘇省財政廳、國(guó)家稅務(wù)局江蘇省稅務(wù)局批准,本公司被認(rèn)定為高新技術(shù)企業(yè),證書(shū)編號(hào)GR202332008646,享受高新技術(shù)企業(yè)15%企業(yè)所得稅優(yōu)惠稅率。

(II) Business ResultsIn 2023, the international macroeconomic situation was complex, accompanied by escalating trade frictions and trade protectionism, and the uncertainty factors in global economic development increased, and the economy faced downward
pressure. The domestic economy still faces downward pressure and is in a critical period of transformation of old and new growth drivers. With the government continuously promoting supply-side reforms and implementing countercyclical adjustment and structural reforms to reduce the risk of economic decline and promote economic growth momentum. Under the two basic principles of adhering to safe development and green development, the company actively adjusted its strategy to strengthen technological innovation and industrial layout, improve internal management level, strengthen safety and environmental protection governance, improve quality and efficiency, and actively explore the market to promote the healthy and stable development of the company.During the reporting period, the company achieved an operating income of 169 million yuan and an industrial output value of 163 million yuan. On November 6, 2023, with the approval of the Science and Technology Department of Jiangsu Province, the Finance Department of Jiangsu Province, the National Tax Bureau of Jiangsu Province, and the Tax Bureau of Jiangsu Province, our company was recognized as a high-tech enterprise, with the certificate number GR202332008646, and enjoyed a 15% preferential enterprise income tax rate for high-tech enterprises.

(2)加強(qiáng)安全生產(chǎn)基礎(chǔ),建立長(zhǎng)效工作機(jī)制

為了進(jìn)一步加大對(duì)各公司生產(chǎn)現(xiàn)場(chǎng)安全生產(chǎn)日常監(jiān)督管理,及時(shí)排查發(fā)現(xiàn) 違章行為和安全隱患,做好規(guī)範管理,公司堅(jiān)持以自查、互查和集中檢查方式,並聘請了安徽和瑞安全技術(shù)諮詢有限公司安全專(zhuān)家,分兩(liǎng)批次對(duì)各公司生產(chǎn)現(xiàn)場(chǎng)進(jìn)行全面的安全隱患和風(fēng)險(xiǎn)排查,深入生產(chǎn)一線(xiàn )查處各類(lèi)違章違規(guī)現(xiàn)象,及時(shí)消除各類(lèi)安全隱患紮實(shí)的開(kāi)展隱患排查治理活動(dòng), 開(kāi)展貫穿於全年「高質(zhì)量發(fā)展競(jìng) 賽活動(dòng)」中, 對(duì)查出的隱患全部建立臺(tái)帳並落實(shí)整改方案。針對(duì)每個(gè)季度活動(dòng)開(kāi)展存在的問(wèn)題整改情況及時(shí)組織回頭看複查活,促進(jìn)安全生產(chǎn)形勢(shì)持續(xù)穩(wěn)定。

All identified hazards are established in a ledger and implementation plans for rectification are formulated. In response to the rectification of problems existing in the implementation of each quarter's activities, timely organization of review activities to look back is carried out to promote the continuous and stable situation of work safety.

(3)加強(qiáng)應(yīng)急管理,完善應(yīng)急救援組織,提高應(yīng)急處理能力

公司以生產(chǎn)班組為單位組織對(duì)突發(fā)事故的應(yīng)急演練,如消防,氣體洩露等,提高了公司員工的防範意識,並且根據(jù)演練的成果和反饋,及時(shí)修訂和完善公司應(yīng)急預案管理制度。

為了提高公司應(yīng)急救援能力,做到事故及時(shí)救援,將事故損失控制在最小範圍,企業(yè)建立了應(yīng)急救援消防隊(duì),目前消防隊(duì)已參與公司消防、安全管理工作,同時(shí)根據(jù)消防隊(duì)管理要求,制定了訓(xùn)練科目和考核標(biāo)準(zhǔn),企業(yè)的安全健康穩(wěn)定發(fā)展又多了一個(gè)有力保障。

有組織:顆粒物、非甲烷總烴排放標(biāo)準(zhǔn)執(zhí)行標(biāo)準(zhǔn)江蘇省《大氣汙染物綜合排放標(biāo)準(zhǔn)》(DB32/4041—2021)中表1相應(yīng)標(biāo)準(zhǔn)。無(wú)組織:廠(chǎng)界無(wú)組織顆粒物、非甲烷總烴執(zhí)行江蘇省《大氣汙染物綜合排放標(biāo)準(zhǔn)》(DB32/4041—2021)中表3相應(yīng)標(biāo)準(zhǔn)。廠(chǎng)區(qū)內(nèi)非甲烷總烴無(wú)組織排放監(jiān)控點(diǎn)濃度執(zhí)行江蘇省《大氣汙染物綜合排放標(biāo)準(zhǔn)》(DB32/4041—2021)中表2相應(yīng)標(biāo)準(zhǔn)。

產(chǎn)生的固體廢物均能得到有效合理的處理處置,不會(huì)對(duì)環(huán)境造成二次汙染,無(wú)需申請總量。根據(jù)《固定汙染源排汙許可分類(lèi)管理名錄》(2019版),淨呼吸生物科技有限公司年產(chǎn)衛(wèi)生巾75萬(wàn)箱項(xiàng)目屬於名錄中「十七、造紙和紙製品業(yè)22,38、紙製品製造223」;其中「有工業(yè)廢水或者廢氣排放的」屬於簡(jiǎn)化管理行業(yè)。「其他」屬於登記管理行業(yè)。淨呼吸生物科技有限公司年產(chǎn)衛(wèi)生巾75萬(wàn)箱項(xiàng)目工藝流程為:絨毛漿—粉碎—坯成型—切邊—壓型—粘貼PE膜—粘貼衛(wèi)生紙—切片—包裝—成品;其中粘貼PE膜和粘貼衛(wèi)生紙工序會(huì)有有機(jī)廢氣排放,屬於簡(jiǎn)化管理行業(yè)範疇。
